Joint Annual Review of the National Target Program on Rural Water Supply and Sanitation 2006-2010
From 6 to 22 July 2009
On 22 July 2009, in Hà Nội, the NTP II’s Standing Office (SO) organized a meeting to report on the assessment of the implementation progress of Targeted Budget Support NTP II which was jointly conducted by 3 donors Danida, AusAID and the Netherlands Embassy and 3 Ministries: MARD, MoH, MoET from 6 to 22 July 2009. The joint annual review mission (JAR) made no new recommendations but suggested follow up actions on recommendations from JAR 2008 to improve the effectiveness and sustainability of the program as follows:

SO to issue guidance on “socialization”/private sector participation (PSP) and other management options and to provide technical support for operation and mantainance (O&M)

SO/International Advisers to summarise lessons learned in pilot provinces and disseminate to roll-out provinces

SO to cooperate with Vietnam Bank for Social Policy (VBSP) on improving poverty targeting and IEC coordination

Unspent funds from annual allocations to be returned to donors

SO to speed up support for: pro-poor targeting study; capacity building plan; strategic environmental assessment; M&E roll out and HIV/Aids mainstreaming
