The RWSSP is first and foremost a partnership among RWSS sector stakeholders. Its membership comprises the government of Vietnam and 23 signatory organizations, including donors, multilateral institutions, and NGOs. The institutional structure of the RWSSP consists of the Partnership Steering Committee (PSC), the Coordination Unit (CU) and Technical Working Groups established on an as need basis.

The CU serves as the secretariat to the RWSSP. It is tasked with executing the strategic direction for the RWSSP set by the PSC. In this capacity CU is responsible for planning and coordinating the implementation of RWSS activities.
