This website will serve as
a platform to promote policy dialogues in rural water supply and
sanitation. sector.
The National Rural Clean Water Supply and Sanitation Strategy (NRWSSS)
toward 2020 was approved by the Prime Minister by Decision No. 104/QD-TTg
dated August 25th, 2000. The main tool for implementing this NRWSSS
is the National Target Program (NTP) for Rural Water Supply and
Sanitation (RWSS).
The NTP Phase I (1999-2005) was approved by the Prime Minister by
Decision No. 237/QD-TTg dated December 3rd, 1998.
The NTP Phase II (2006-2010) was approved by the Prime Minister by
Decision No. 277/QD-TTg dated December 11th, 2006.
While the NTP I for RWSS during the 1999 2005 period has made
encouraging achievements, many activities are still on their way to
becoming successful. In order to take advantage of the results of
the NTP I and to implement the strategic targets up to 2010 in
accordance with commitments to the Government, people and
international donors community, implementation of the NTP II is
needed and relevant, as agreed by various ministries, government
agencies and localities.
Development objectives
1. Living conditions of rural people improved by improving rural
water supply and sanitation services and raising community awareness
of environment protection.
2. Negative impacts on rural peoples health due to poor water
supply and sanitation conditions reduced and environment pollution
in the community minimized.
Immediate objectives
The following objectives are to be obtained by 2010:
a. Water supply:
- 85% of the rural population use hygienic water of which 50% use
clean water that meets MoHs standards 09/2005/QD-BYT issues on
11/3/2005 with 60 liters /capita /day.
b. Environment sanitation:
- 70% of rural households have hygienic latrines.
- 70% of rural households have hygienic livestock pens.
c. Public facilities:
- All rural primary schools, kindergartens, nurseries, clinics and
commune peoples committees have access to clean water and hygienic
latrines.
- Gradually minimize environment pollution in trade villages,
especially in food processing villages. |

Workshop on “Hygiene among Ethnic Minority People in Lao Cai Province: Current Situations and Future Hygiene Promotion”

On 19 November 2009 in Hanoi, the project of Water Supply, Sanitation, Hygiene Promotion and Health in (SANIVAT Project) under the National Institute of Hygiene and Epidemiology (NIHE) organized a workshop on “Hygiene in Ethnic Minority People in Lao Cai Province: Current Situations and Future Hygiene Promotion”. The aim of the workshop was to present the main findings from the project field studies in relation to hygiene and hygiene promotion in the context of the rural water supply and sanitation (RWSS) program, as well as to obtain feedbacks and recommendations for their on-going and future field studies. All field research activities of SANIVAT have been taking take place in Lao Cai province, which is one of the 9 pilot provinces under the Rural Water Supply and Sanitation (RWSS) - National Target Program II (2006-2010).
The workshop was attended by representatives from different Vietnamese academic and research institutions including NIHE, the National Institute of Occupational and Environmental Health, National Institute of Nutrition, Hanoi Medical University and Hanoi School of Public Health, as well as from national/international organizations and NGOs working in the WATSAN sector in Vietnam, such as the RWSS Standing Office at Ministry of Agriculture and Rural Development, RWSS Partnership, the World Bank, WHO, Embassy of Denmark, PATH, Plan International, Red Cross, SNV, CWS, UCOPEP and others. The participants were highly interested in multi-disciplinary field studies presented by SANIVAT researchers, ranging from a qualitative study of hygiene practice and perceptions in ethnic minority villages in Lao Cai (with a focus on hand washing and child excreta management) to hygiene perception and latrine use among school children in the same area. The focus was also put on the studies on microbiological quality of the water and foods of the households included in the RWSS program supported by the RWSS-NTP II and other donors in the local areas. A number of implications/recommendations were also proposed on how to improve hygiene promotion and IEC target in the community and school contexts, including awareness raising on the importance of hygiene, safe water/foods, infectious diseases, and child nutrition. In addition, each promotion program should be tailored by age, ethnicity, and gender. The presentations triggered a lot of fruitful discussions surrounding the relating to the study designs, implementation and findings. This has largely contributed to the finalizations of SANIVAT research papers/reports as well as the promotion of experience sharing and lesson learnt in WATSAN sector in .
